Just a FYI: The interstate highway system uses even numbers for East/West roads and odd numbers for North/South roads. In general the numbers increment/decrement by 10. Interstate 4 crosses middle Florida, 10 passes through North Florida, 40 passes through North Carolina, 80 passes through Pennsylvania, etc. Interstate 95 is the eastern most North/South road an interstate 5 is the western most.

I can't get past the poor dialogue for characters that are supposed to be mature, upper level. The dialogue resembles that of uncouth teenagers who may or may not graduate from high school. Drop the endless profanity and add mature dialogue to give credence to the characters. You have the directors of the highest levels in government sounding like Bubba and Billy Bob as high school freshmen.
