Royal Marines 2nd lieutenants are still undergoing training. The Corps is the only UK military force which starts its officer cadre as commissioned officers from day1.
Admittedly they are probationary and wet behind the ears, are treated horribly (but politely) by their Senior NCO instructors and are expected to perform all tasks much better tan newly joined other ranks, but they are still officers.
A second lieutenant would not be on detached ship-board duty by himself and certainly for getting plastered would not be put on a charge, as such.
Charges are for other ranks (enlisted men) . His training officer would at the least give him a bollocking , mark his training report, or refer him to a much senior officer for suitability as an officer assessment.
On the other hand, getting rat-arsed in the Officer's Mess on a guest night, playing juvenile games with fellow officers is perfectly OK as long as he can stagger out and report for duty bright-eyed and bushy-tailed the next morning!
On satisfactory completion of training, there is automatic promotion to Lieutenant, in which rank, unlike the Army, he will remain for, in my day, 8 years, before promotion to captain. A senior Lieutenant in the R.M. is much senior in ranking and experience than an equivalent rank in an Army regiment.( ;-0 )
