Are you counting the Cat-of-Nine as a flogger, because otherwise no flogger I know of has that kind of effect when properly used.

My first experience with a flogger was with one that had metal straps inside the leather on the very tips. The only way that it could draw blood was if the exposed metal on the sides hit your skin. It was hand made and very painful.
