There is no doubt a longer story does allow more time for proper characterization and this story has that plus wonderful clear descriptions thereby allowing the reader to feel they are there if not actually taking part in the action.

I liked the futuristic theme and the bold approach you used. You capture the perspective and feelings of the petgirls well. The devices and training methods you invented are quite creative and exciting.

Don't switch tenses. It's very distracting and unprofessional.
