I thought this was a particularly strange fantasy, with really complex thoughts passing through the head of the lady being watched. The natural reaction would be to be scared and appalled by the stalker, but here we have a strange fascination with her exhibitionism as well.

I like exhibitionism, and an exhibitionist needs an appreciate audience to get maximum excitement. And what more appreciative audience than a voyeuristic stalker?
