This is, of course, all setting the stage--at least so far--but I definitely look forward to the play that's soon to begin.

I like the way it is building. I share your interest in bondage and uniforms. Uniform is always worn in a situation of hierarchy and control so there are overtones of bondage without the ropes. The victim has to obey orders and having to wear a uniform set out by someone else is a delicious loss of personal control. This is especially true if the uniform is tight and uncomfortable so just wearing it is a sort of punishment. I think Julie20 would be an ideal candidate for Lt Beresford. Julie should be in a position where she is very unwilling so a lot of coercion would need to be applied.
